Significance of 2003 to Hong Kong and the outlook for 2004

Chris Yeung Kin-hing says as Hong Kong demonstrated people power in 2003 and in 2004, the government will find it progressively more difficult to govern leading up to the Legislative Council election. Eric Li Ka-cheung agrees businessmen are concerned about this situation and have been working on it behind the scene. Yeung believes although people are not ready, nor will the Central Government allow, for universal suffrage in 2007, a timetable should be set up to prepare for it. Li believes a 20-30 year timeframe is appropriate and has prepared a proposal for constitutional reform.
