We're trashing the streets and the countryside in Hong Kong, and the penalties for doing it are no deterrent. People chopping down trees and cutting roads through government land are costing taxpayers money, and with only a few exceptions, they're getting away with it. This chapter we will explore the ways land in Hong Kong is coming under increasing pressure.
