When Zhou Enlai died on 8 January 1976 there was a great outpouring of grief, both in China and in Hong Kong, for the last Mandarin bureaucrat in the Confucian tradition. Premier Chou had earned widespread respect as a skilled negotiator, a master of policy implementation, a devoted revolutionary and a pragmatic statesman.
