Livable buildings in Hong Kong

Today's guest Mr. Bernard Chan (Chairman of Council for sustainable development) will talk about the issue of livable building in Hong Kong. Why will Hong Kong's property developers not build buildings that are more livable? Recently, the Hong Kong government has started a public consultation exercise that encourages public and specific groups to give their opinions on this livable buildings' issue. However, if general public want to have friendly environmental buildings with less density, the tenants that move in the building have to pay more. Why the tenants have to pay more but the developers get the incentives? Why is Hong Kong so late to develop green buildings? Besides, since sell land is the primary source of revenue for Hong Kong government, will government worry about those green buildings would affect the incomes? Finally, does he think developers should be given incentives to include extra features or it should be something that they should be doing?
