A decreasing number of Primary 6 pupils are going on to secondary school in Hong Kong. Many secondary schools are finding it difficult to recruit students for their Form 1 classes. To resolve the problem, the Government came up with a "Voluntary Class Reduction Scheme" last year, a move that's proved to be very controversial.
