Sir Paul Chater was the reclamation schemes' mastermind. He had been a resident of the colony since 1864 when he emigrated from Calcutta. Within twenty years he was one of the wealthiest men in the colony and for the remaining forty years of his life he played a leading role in every major development that took place in Hong Kong.
