Further reclamation was difficult to achieve with a non-interventionist colonial government and uncooperative marine lot-holders. The Admiralty, always a thorn in the side of the Government as it occupied prime land in the heart of the city, remained obdurate despite Paul Chater's recommendation the Royal Navy be relocated. It undertook its own reclamation of Victoria Harbour in a separate scheme between 1902 and 1908. Tamar thus extended its base funded by the Admiralty. During this period more than sixteen hectares of land were reclaimed. This unique photograph shows the Admiralty reclamation well under way in 1904.
