It is the goal of millions of parents across Asia to send their children overseas in order to improve their English language skills. In South Korea, it has even become a national obsession. First part of the programme looks at how parents stretch their budgets and risk their marriages for the cause. In the second part, the government plans to reclaim Victoria Harbour to build a bypass to ease traffic in Central district and build commercial properties. Activists say the project is against the spirit of the Protection of the Harbour Ordinance. They say planned reclamation could be reduced in size and that an independent body should manage the harbour.
