Old aging allowance

The issue is about old age living allowance. It's a revamp of the so-called "fruit money". The new allowance is for people aged 70 and above, there's no means test. People aged 65 and above, there's a means test. The new old age living allowance would be given $2,200. The government wants to say that only people who need it should get it. Certain parts of the government, of the Legislative Council say no, it should be given to everybody aged 70 and above. It gets a lot of problems. Even some of supporters of the government in LegCo saying that should scrap the means test. What is he going to do?
