Cagey business

People in Hong Kong like to throw away old clothes as much as they like to buy new ones, it is evidenced by the hundreds of collection cages mushrooming on the roadsides. There are ten million items of clothing recycled last year with about a tenth of them are brand new. Current government regulations only allow registered green groups and charities to put out the cages. But an assortment of people has jumped on the bandwagon and they are making profit on collecting second-hand clothing. Last year, the Lands Department received more than 2,500 complaints about unauthorized cages but managed to seize 600 of them.
