In Hong Kong, stray dogs are often considered as a nuisance or even a threat to the public. Every year, the government seizes some ten thousand dogs, but strays continue to roam around the city. In order to limit the number of stray dogs, the government has euthanized most of the seized dogs. However this raises the issue of animal rights and the producer tries to find out if there is a more humane way to limit their numbers.
