Ranking among the greatest harbour panoramas in the world, Hong Kong, showed scant trace of what Lord Palmerston described in 1841, as a 'barren rock with nary a house upon it'. Belying the Foreign Secretary's views, here the business district, seen in the 1980s, is largely concealed behind a barricade of showcase architecture with a splendid harbour accommodating ships of all flags.
