The Admiralty complex remained a thorn in the side of the colonial government because it stifled commercial development between Central and Wanchai. In 1901, Paul Chater proposed that the Royal Navy be relocated to Kowloon, but it resisted and instead extend the naval dockyard through its own reclamation. Between 1902 and 1908, more than sixteen hectares of land were reclaimed and 1,400 metres of seawalls constructed to enclose a floating dock.
