Is Hong Kong becoming ungovernable?

Recently, there are many issues have been happened in Hong Kong. For instance, battle over the building of the high speed railway to China, the resignation movement to push democracy, and the rise of the post-`80s generation. Is Hong Kong becoming ungovernable? Guests Ms. Priscilla Leung who is an independent legislator and Mr. Albert Lai who is the vice chairman of Civic Party would express their opinions on above issues with the following questions: Why are people in Hong Kong so discontented in the case of high speed railway? Do they agree that the railway issue is just a symptom of a larger problem? What are the symptoms causing discontent in society? Albert would point out that why the youths dissatisfied with the way Hong Kong is governed and he believes unfair resource allocation would be the main cause of discontent in society.
