Can we save our shrinking harbour

This program would discuss the harbour reclamation with Mr. Winston Chu, the former chairman of Society for the Protection of the Harbour and Ms. Margaret Brooke who is from the Harbour Business Forum. Has it worth for Mr. Chu to spend times and money to sue government and fight against reclamation? Is the business community played large part in destroying the harbour by demanding reclaimed land for more development? Besides, even though government has decided to cut back the central reclamation, Mr. Chu still worry about that all commitments are not binding into the law. He afraid the government will change the decision in any time. Furthermore, the guests have the same idea that government should take balance between community space and commercial space, and need to redesign central for the quality of Hong Kong and quality of life rather than quantity of money. Finally, they concluded that "We cannot protect the harbour by law, it's got to be by the heart of the people"
