How Hong Kong can preserve its historic sites

The government plans to include a hefty land premium in the tender for the Central Police Station preservation work. Patrick Lau Sau-shing (Member, Antiquities Advisory Board) says it is because the Government is concerned with the building's maintenance and making it a sustainable project. He suggests an alternative to charging a land premium. Jason Wordie (Historian) says to preserve historical sites, the government should consider establishing a fund similar to the National Trust of England or a land transfer system, whereby private owners of historic sites are compensated if their property rights are transferred to the government.
