The first step is giving back alleys between industrial buildings a facelift so people are willing to go through them. The government worked with various groups to paint the walls and re-pave the roads. The government's revitalization of back alleys in Kwun Tong is aimed at boosting the usage of them, but what seems a good move was criticized for its lack of permission and the plan was eventually left to a small group of people to dictate.
