Water shortage 排隊輪水

Police duties in the 1950s included the patrolling of the sometimes-impatient queues that formed as the colony faced another of its many water shortages. Hong Kong was plagued by crime during its early years and a colonial police force was established in the 1840s. By the first decade of the 20th century the strength of the force exceeded one thousand men.
