"As of this month the BA (Broadcasting Authority) stipulates that English subtitles need to be on English news and current affairs programmes on TV, partly as a language teaching aid, but there's little direct research to support its effectiveness in that. TVB and ATV say they have had many complaints, and lost viewers. Now that the West Kowloon Cultural Development's been opened to public consultation, for the three consortia still in the running, and for other pressure groups, it seems to be a case of "grab them via the media and the public opinion will follow". But is the public relations campaign going too far in trying to woo the media? Just a few years ago everyone was talking about how 3G was going to be the next big thing in mobile phones. The public remains less than convinced. This week Hong Kong hosted the 3G World Congress and Exhibition 2004, and Stephen Cole, the presenter of the BBC's internet programme "Click Online" was a moderator. Last Saturday, Sweet & Maxwell the publisher of the legal reference "Archbold" held a conference on criminal law in Hong Kong. As well as discussions on terrorism, on confiscation of ill-gotten goods, and on the defendant's right to silence, media issues were also on the agenda. And in Movie Watch, organiser Howard Elias talks about the Hong Kong Jewish Film Festival.

During the US election, bloggers or web diarists were highlighted for the part they played in breaking media stories. Hong Kong has its own bloggers, both Chinese and expat, some of whom have had their web sites blocked by mainland China. Blogger and author Dan Gillmor teaches for the autumn season at HKU every year. He's not only one of the US's best known bloggers, he's also the author of one of the first books on blogging: "We the Media: Grassroots Journalism By the People for the People". Hong Kong Children's Books. Recently published is a new bilingual children's book by a Hong Kong writer and illustrator team: "The Crocodile Who Wanted To Become Famous". It's based on a crocodile that mysteriously made its way to Hong Kong. We interview authors of this book and another locally-produced children's book "The Dirty Story". In Movie Watch, Gary Pollard talks about the new Italian movie "Facing Window".

The results of the US presidential elections came in just the day before our broadcast. RTHK's Radio 3 was at the Ritz Carlton Hotel in Election Central waiting for the results. We talked to people there about both media coverage, and the media's role in the election process. US media commentators give us their view on the relationship between media and electoral process. Radio 3 meets the public, promotes digital radio, and unveils its new logo. The Far Eastern Economic Review has just fired 80 of its staff, 70 of them in Hong Kong, and is about to become a monthly. Is it a new beginning? Or the end? Media Watch interviews former editor and long-time contributor Philip Bowring. Movie Watch: Geoffrey Wong on "Motorcycle diaries". A new design show aims to boost Hong Kong's image as a centre for creativity.
